Strange. I always thought that the Ruffians were Laliverans, not Tolbians. Is it the article that's wrong or am I? The world's hungriest paperweight 03:49, 1 March 2008 (UTC)

Good question: They could be either. The only thing for sure is that in the prologue to TLA one of the Ruffians says to Jenna how he'll be taking her and Kraden "back to master Iodem". The Ruffians could view Iodem as "master" either because they're Tolbian soldiers to him or they're Laliverans who are hard-pressed into Iodem's service as semi-slaves...
