Babi (ハビ Babi) was the mayor of Tolbi for a very long time, due to an extended lifetime from the Lemurian draught. His closest advisor is Iodem. He instituted the event of Colosso and orchestrated the kidnapping of Sheba from Lalivero in order to coerce the people of that town to work on building Babi Lighthouse. Babi wanted to construct a lighthouse so that he could find and send ships to Lemuria to obtain more of the Lemurian draught.
